How to Enable Document Sets in SharePoint 2010

Site Actions > Site Settings > Site Collection Administration section > Site Collection Features

Document Sets > click on “Activate”

Document Sets are a content type and have access to workflows, policies, versioning, etc. – They are very useful when you have a large number of documents which need to be completed together as part of your process. Examples include real estate contracts, product development proposals, medical/insurance forms, and many more.
